Dry roast oats on low flame for a while, then remove from the pan to a plate. Once cooled grind them along with cardamom seeds and transfer to a mixing bowl.
Heat ghee to the pan add cashew pieces and fry, once done transfer them to another plate and keep aside. To the same ghee add semolina/suji and stir-fry for a couple of mins until the raw smell goes away. Remove from fire and add in ground oats bowl. Now add in sugar and mix well.
Then add enough warm milk, fried cashew nuts and mix thoroughly, keep it aside with cover for 10 mins. After that mix well and roll the oats suji mixture into laddus, now oats rava laddus are ready to serve.
