Wash and soak sabudana for 10 mins and then pressure cook for 2 whistles with 2 cups of water. Once cooled open the lid and keep aside.
Meanwhile, take jaggery with 1 cup of water in a bowl and bring it boil, once the jaggery dissolves in water completely, filter the jaggery syrup and let it boil again for 5 mins. Add elaichi powder, sago and cook for 1 min on low flame, then turn off the flame and allow it to cool.
